Saudi Arabia Signs Landmark Mutual Defence Pact with Nuclear-Armed Pakistan

Riyadh/Islamabad, Sept 17, 2025 – In a historic move, Saudi Arabia and Pakistan have signed a Strategic Mutual Defence Agreement (SMDA), pledging that any attack on one will be treated as an attack on both. The deal marks a major shift in regional security alignments and strengthens defence cooperation between the two long-standing allies.

Key Highlights of the Defence Pact

Mutual Protection: Any aggression against either country will be considered aggression against both.

All Military Means: The pact includes “all military means” necessary to deter threats, though details remain confidential.

Regional Context: The agreement follows heightened tensions in the Middle East after recent Israeli airstrikes in Qatar.

Not Country-Specific: Saudi officials stress that the pact is not aimed at any one nation, but designed to formalize existing cooperation.

Why It Matters

The defence pact strengthens Saudi Arabia’s security partnerships beyond its traditional reliance on the United States. For Pakistan, it boosts its global standing and reinforces its role as a security partner in the Muslim world.

However, questions remain over whether the deal provides Saudi Arabia with a nuclear umbrella via Pakistan’s arsenal, something neither side has confirmed.

Regional Implications

For India: New Delhi will closely monitor the pact, given its rivalry with Pakistan, though Saudi Arabia says it will maintain strong ties with India.

For the Gulf: It signals a growing trend of Gulf nations diversifying their defence alliances amid uncertainty over U.S. commitments.

For the Middle East: The agreement could shift strategic balances at a time of rising tensions involving Israel, Iran, and regional militias.

Expert View

Analysts say the pact “institutionalizes” decades of cooperation between Saudi Arabia and Pakistan, but its scope—particularly nuclear aspects—remains deliberately vague.
