Delhi HC Receives PIL Seeking Removal of Maqbool Bhat and Afzal Guru Graves from Tihar Jail


New Delhi, September 22, 2025: A Public Interest Litigation (PIL) has been filed in the Delhi High Court by the Vishwa Vedic Sanatan Sangh, urging the removal of the graves of convicted terrorists Maqbool Bhat and Afzal Guru from Tihar Jail.

The petition claims that maintaining graves of convicted terrorists inside a state-run prison violates the Delhi Prison Rules, 2018, and could encourage the glorification of terrorism. According to the plea, these burial sites have turned Tihar Central Jail into a "radical pilgrimage site," attracting extremist elements and undermining national security.

The petition further distinguishes these graves from those of other convicts like Ajmal Kasab and Yakub Memon, whose burial arrangements prevented glorification. The petitioner has requested immediate removal of the graves to stop misuse and prevent further radical influence inside jail premises.

The Delhi High Court is expected to take up the matter in the coming days, and the case could have implications for prison management and national security protocols.
